In 2002, during a memorandum of understanding between the Electricity Development Organization of Iran (on behalf of Tavanir Company) and Saman International Project-Based Company and according to the policy of the Ministry of Energy and Tavanir Company to establish private power plant projects in Iran, decided to build a gas power plant south of Isfahan. The plan to build a gas power plant in the south of Isfahan in the form of construction, operation, transfer (BOT) with the investment of Saman International Project-Based Company and at least one foreign partner was considered. In this regard, the German company IFIC Holding AG (or IHAG for short) announced its agreement for joint investment in the implementation of this project with Saman International Project-Based Company (registered in the United Arab Emirates) and the agreement of this partnership on 17 / 7/81 was signed between the two partners. The South Isfahan Power Plant Project Company was registered on January 20, 2004, equal to 10/30/82, with the subject of project implementation, in the Jabal Ali Free Zone of the United Arab Emirates. This company established its Iran branch on 6/31/83 and the construction site of the power plant was considered in Isfahan province, 65 km southwest of Isfahan. Negotiations for obtaining a commercial loan for the implementation of the project since 2002 with the bank Iran's exports began and finally in 2004 a loan agreement was signed with Bank Saderat Dubai and PLC London. Management, investment, construction and operation of private power plants in the south of Isfahan in coordination with Tavanir Company under the Energy Conversion Contract (ECA) as the first The experience of public-private sector interaction in the country's electricity industry is considered. The project implementation schedule for a period of 36 months was provided in the ECA contract, which was taken in terms of arrangements to make the work faster. In this regard, an intensive schedule was agreed upon by the parties in an addendum and its purpose was early production and early operation and unit by unit of the power plant. Also, the power plant operation and repair contract (O&M) in September 2005 between the power plant company South Isfahan and the consortium of Saman Saman Project Axis Company and Saman Saman Project Axis Operating and Repairing Company were signed. It is too early to get the extension time of production. At present, all six units of this power plant are synchronized (put into operation) and are commercially operated. This power plant was officially inaugurated on 11/14/85 by the then President. The average annual production capacity of the power plant south of Isfahan is 5 million and 700 thousand megawatt hours.
